I'd use the BeforeUpDate event of the form used to enter the data to handle the validation. If the validation fails the update can then be cancelled.

Create a calculated field for each of the required totals in the query used as the forms record source. Use these fields as the Control Source for the text boxes on the form.

I don't think that kind of validation can be done at the table level which is why I feel it should be done within the form

Where are you trying to do this. IMHO it is best to do this kind of data validation from within a form rather than a table.
