The main issue is that nobody seems to realize that a week isn't a true base unit to years. They just don't fit.

1 week = 7 days
1 year = 365 days (about 75% of the time)

365/7 = 52.1428

The simpliest solution is to not essentially hide the subreport, but to actually hide it.
