Can anybody help me figure out why I can't shorten the with of this report.

Look at the starting position and width of the following controls;
Line64
Line78
Both are not left aligned, so their width is keeping your report wider than otherwise expected.
Very easy way to find this is to delete all controls that you KNOW are not the problem then look for what is left.

You know how if you click and drag the mouse in design view you can select a group of objects on the surface of the report? Do that over the right side of the report, spanning the sections from top to bottom, creeping in from the right, but stop your horizontal move before you select any obvious visible controls. I bet there is a thin horizontal line object directly under one of the section headers.
