How do you package and distribute your application with the access 2013 runtime? (1 Viewer)

I have an application created using Access 2013. I have clients who only have Access 2010. Can they run my application using the Access 2013 runtime? If so, how exactly do I go about doing this since Microsoft in its "infinite" (yes, I'm being sarcastic) wisdom decided to remove the package wizard from Access 2013? I keep reading online about packaging and distributing the Access 2013 runtime but no examples or guidance on how to do that. Any ideas?
