I want to create a database for a small non-profit organization. There may be 4 users of the database and I don't think there will be more than 2 simultaneous users ever. So, my question is, what is the easiest way to allow a few users access to the DB? Can it be done using "One Drive" or some other cloud based storage system?

Not if you want it to be successful....
Access is really not suited to anything other than local networks.

Access web databases were the next big thing over 10 years ago but after 3 incarnations, they're now being killed off

If speed isn't an issue, using Azure for the BE could work but Citrix or RDP are your best options for sharing.

OneDrive or anything like it will not work at all.
