I am an Assessment Coordinator and Data Analyst for a school district in Wyoming, USA. My programming experience has mainly been in structured languages such as FORTRAN, Pascal, etc. My database experience is mostly self-taught and doing a lot of searches on the Internet.

sprijohn - with that background, you will have limited trouble with the VBA portion of Access. The GUI portion does a lot for you behind the scenes as a "black box" but the VBA part can be important, too. And VBA, though closer to FORTRAN than to Pascal, can be treated like a real programming language. You just don't get to write the MAIN body of the program - only the subroutines and functions.
