I don't think you've mentioned what version of Windows you are using or its 'bitness'.
It may not work in current versions of Windows such as Win 10 or if you have 64-bit.

32-bit or 64-bit?

What message did you get when you tried to register it?
Did you do so using 'Run As Administrator?

In case you misunderstood how to register, see this link for both the file & instructions: http://www.dlldownloader.com/fpdtc-dll/

If so, rather oddly if it was previously registered on your PC, it sometimes works to unregister it then register it again.

If it still fails after this, & especially if you have 64-bit Windows, I think you are out of luck

It said that this was not correct and it was either empty or corrupted. Then it wanted to know if I wanted to close it. I have 64 bit

Well I would try once more using a new copy from the link I gave but I doubt it will work.
64-bit Windows wasn't around in 2001 AFAIK and there is no reaqson for MS to update that DLL now.
I think you are going to need to rewrite the relevant code
