Red face Unprotected Sections

I have a Word document that is separated into three sections. The first and second section are protected, so that the user can only fill in the form fields. The second section is not protected at all. However, it has come to my attention, that the second section will not allow the user to insert a bulleted list. Do you know why this would happen, or how to stop it from happening? I want the second section to be free flowing, so that the user can enter and format the information however they want to.
