County Tables Cross Tab Query

I am using Access 2013 and cannot get this to work.
I have a table that contains a column titled County.
Each field in the County column contains a single county name.
I have two other tables with a column titled County, but these
may have more than one county in the field.

I want to link the lines from the first table using the county name
column from the first table if the same county name is included in
the County column field from the other tables. Even if the field
contains one or more other county names.

My end goal is a form which combines all my data for
each county.

Ok, build Q1 that joins the 2 tables and pulls the data you want.
Then build Q2, that pulls Q1 data into a Crosstab.
