It is entirely possible that you are right, Cotswold, but for someone in early stages of dementia, it is possible that Papa Joe has developed anosmia and thus wouldn't be able to smell limburger on his upper lip. Anosmia (diminished sense of smell) is one of the signs of dementia.

You could well be right in your diagnosis Doc.
After all if he could notice, he'd then have to decide what to do and it is my understanding that Joe doesn't do decisions. I was told it is his minders and advisers who are actually running the US and they decide. Then he just does as instructed.
