Uncontrollable form size (1 Viewer)

I have a very simple little form with two buttons. The little button is the home of the progress bar.
The trouble is the size of this form seems to be controlled by the size of the frame in design view.
Regardless of the size I make the form. it displays as the size of the design frame.

I don't understand the problem. Would it help explain the problem if you change the background color of the form?

Yes, but how does that happen? There are no controls on the form and the screen shots are from design to open with nothing in between.
