Adding a new record on a subform

I have an Access 97 db which contains sensitive information concerning appeals, complaints, and subsequent investigation. The investigation form contains two synchronized subforms. To protect the data I can lock the form to read only. The problem I am having is adding a new record to the subforms. Any suggestions or comments? Thanks.

Set your form to add new records only. Select "No" to Edit Records and "No" to Delete Records. This will allow new records to be placed.
