Is Ms Access able to connect to an online payment platform that will integrate with MS access, which is not online, and if so can you give me some leads on how it works

There are plenty of tutorials out there.
Keep in mind that Access lacks security.
Access can perform the HTTP requests to carry out the transactions (I think, I've used the platform but not in Access).
They have a no-code version, maybe you should check that out first.
