You can open a display/startup form when you open the database file. I do not remember for sure where it is in Access 2000-2003 but I think it is under the tools menu (tools-->startup-->display form/page). You can bind the form to the record source that contains the record of interest. You would probably have to filter the record source so as to just show the specific record you want.
