Take it to the police. They probably have the ability.
 
This kind of request is not the function of the AWF site. We are a database and other Office software site.

You need forensic professionals. Take this to a police department. However, your odds are not good because JPG formats don't expand very well. They tend to pixelate, unlike WMF which is vector-oriented and can expand (sometimes). The best you can do on this picture will only give you perhaps another 14% based on the file's metadata, and I don't think that will be enough for your purposes.

I wish you luck, but I cannot offer the likelihood of success here without tools that most of us don't possess. As a moderator, I have a decision to make regarding inappropriate posts. I'm going to leave this up but your other posts repeating the same message are coming down. We've got the message that you want help but it is not the kind of help we offer.
 
Wow Bizz Gean. I spy the plate number is XY7890. (just kidding). This may not be the place for such a question, and I doubt that even wherever it is the place for it, I doubt that technology can just magically unblur things like you see on CSI Miami.
