Record Selector & Scroll Bar Colors: How / Where Set?

I departed A2007 at long last and now, on A2019, find that my apps' record selector backgrounds, scroll bar backgrounds, and scroll bar thumbs all are solid black.

I've been rooting around fiddling with Windows, Office, and document themes and sundry registry settings, with no effect and Google providing little clarity.

Any thoughts specifically about setting these elements' colors, or even more generally about which processes or mechanisms might be involved, would be appreciated. I've dabbled with the colors topic at various levels (UI, registry, .theme, Win32) enough over the years to operate but not necessarily effectively, as hoped, or with understanding. Best guess for this in particular is tinkering with the Office themes but this remains a guess.
 
I'm pretty sure these are all controlled by Windows since the objects are also used in Excel and Word and Outlook.

Themes are verrrrrrrrrrry different in newer versions of Access than in A2007. But at least you finally upgraded to a 6-year old product. It too will be out of maintenance before you know it ;)

Access 2019 is already out of mainstream support! https://learn.microsoft.com/en-us/lifecycle/products/access-2019

Agree with Pat that it isn't possible to alter the appearance of record selectors and scrollbars other than via Office themes
In the White/Colorful themes, the scrollbars are dark grey or black when selected. In dark themes, they are pale grey / white when selected.

If it really matters to you then investigate the ActiveX scrollbars whose appearance can be customised
 
Can't figure out why someone would spend the money to "upgrade" to a 6-year old product.
