I ran across Kexi, which is in version 1.13 and judging from the screenshot, looks quite very nice.
It's made for KOffice on KDE (a desktop manager for various Linux distros), but is designed to be able to run standalone on Windows and Mac OS. And it's free, too. It comes bundled with SQLite, which is more of file server like Jet, but comes with built-in support for MySQL or PostgreSQL using their own native library (which makes it faster than using ODBC). No ODBC support is available, but is planned.
You can download a Windows version and play with it.
For VBA counterpart, It is extensible using Python.
