Concur with CJ on both points.
Full use of Access requires installation to include placement of library files in specific areas. It also requires many registry entries. Emphasize MANY. So you cannot just run Access from a flash drive without a pre-install step.
Use of Access run-time would allow very limited use of an Access .MDB or .ACCDB file, but even the run-time version requires installation.

And you don't need to shout. Normal fonts and font weights are fine.
