Click the 'Restore' button in the top right (between the 'Minimise' ( - ) and 'Close' ( X ) buttons)

Random question. In England, do computer windows actually control tip/hover tip "Minimise" when you hover over that spot?

All that does is give me a smaller copy of database which also has half of taskbar hidden

That's not the task bar. You are referring to the navigation bar at the bottom of the form holding the navigation buttons and search.
There are several possible causes and solutions.

Seeing as the Form displayed is your main switchboard, that specific navigation bar should be hidden as you are
nor using the Form to Navigate to any Records.

True, but almost certainly irrelevant to the issue described as it is likely to affect all forms
