I assume you're joking as Democrats are famous for giving bail with no money.

The strategy of "Release on Recognizance" is a well-known bail option. It USED to be reserved for folks with impeccable reputations and folks who had very strong family ties. That option doesn't involve bail. But R.O.R. is usually not offered for violent thugs.

I'm all for putting the latest batch of thugs in a big stadium with all the floor exits blocked, tell them they can fight their fellow thugs, but only the last one standing gets off with a reduction in sentence. Then sell tickets to defray expenses. The Roman Colosseum was popular in its day. What was the saying? "Panem et circenses" except now there would probably be disputes over streaming video rights.
