My first submission. To be honest I'm always amazed by how the experts here can get so much done with so little code. This might be an example of how little is done with a ton of code, not really sure. If this makes the grade tell me if it should go in Code Repository or Sample Databases. It's bound to get some more refinement. It might actually be over-commented but a lot of it is to focus my mind on what's going on.

I have only Access v.2016. I tried to save the db as Access 2002/2003 which appeared to work but I can't open it.

The form has two related functions (eg purposes not code!):
It serves as an unbound lookup with the ability to search across one or more fields for a matching search string.
It serves as a general search form with a query criteria builder.
In addition:
It will open a report using the query builder to filter the records returned

You can use it just as a stand-alone Search Form if you don't need an unbound lookup solution.
