I do not think there is any need to build your own toolbar.
1. Choose a report from some kind of report chooser. Lets say a combobox
2. This will run the code to save in the local folder
3. Set the address of the web browser to the saved file
4. Control that in the browser with adobe features if loaded on the computer. If not get it adobe.
navigate, print, print pages, zoom, email, blah blah blah whatever.
5. Delete temp file after use
