Header not showing in all pages of a report (1 Viewer)

I created a report that has a header. I have about 5 records in the table so when I open the report I have 5 pages to go through, each page is one lease with the information of each record.
Each page is supposed to show the same header, however, the only page showing it now is the first page.
I went to the header properties and under Format/Page Header I have All Pages so I'm not sure what's wrong.

You have the header controls in the Report header rather than the page header. The report header is only printed once for the report, the page header is printed on every page. Move the controls.
