Looks like someone applied AI to a command-line interpreter, if you ask me. To a certain degree, Windows does that anyway by looking at the files you reference. The concept of "Associations" is how Windows knows what to do with a particular file, and woe be unto you if you wanted to do something unusual - like open an Access back-end using PowerPoint. So it probably wouldn't take a lot of work to build a natural language (or, easier, a constrained language) processor to decipher comments.
