I'm glad you used "should" but I can tell you after 28 1/2 years as a government contractor that they are NOT a business. The way that they have traditionally budgeted is that they have to spend as close as possible to 0 profit and 0 loss. A business would stop spending at some point and end up with a profit from leftover money. But in the federal government, if you don't spend your money as close as possible to the predicted budget, ... more specifically if you had money left over, you obviously don't need that much money so next year's budget will be smaller. And THAT is (or at least WAS) a terrible sign of mismanagement.

I didn't ever consider that military families who move from place to place have spouses that need to work to make ends meet. Apparently they are often encouraged to, and are hired by the government and qualify as probationary employees each and every time they move to a new place.
