As usual you only applied a half-truth. While Congress has the authority to fund scientific research, Congress is not obligated to fund scientific. In fact, Congress can withdraw/cancel all funding for scientific research should they desire.

In this limited sense, I will agree. However, that statement glosses over the real problem. The unelected bureaucrats were MAKING NEW RULES while running the country because Congress has de facto abdicated their role in law- and rule-making. The repeal of the Chevron Deference Doctrine was an important, even necessary, first step to stopping the violation of "Separation of Powers" - but the next step requires Congress to rise to the challenge and not get bogged down in distractions. As long as virulent forms of TDS remain, that won't happen.

I believe the clause you are misinterpreting is:

To promote the Progress of Science and useful Arts, by securing for limited Times to Authors and Inventors the exclusive Right to their respective Writings and Discoveries.

Except you need to read the entire sentence. It doesn't say we will FUND anything since FUNDING scientific fantasies requires taking money from the American taxpayer at gunpoint. It says we will protect their intellectual property so that others don't steal it. But, I guess they meant except for the Chinese.

NOBODY cared what Hunter was doing except as it related to being the bag man for the Biden Crime Family and the fact that he was a protected class all by his lonesome because he was the President's son. His coverage went so far as to have his SS detail covering up his crimes. I would never have gotten away with the crimes Hunter was getting away with. Looks like the law was finally catching up in some small measure but the pardon stopped that dead.

The relevant clause is

to pay the Debts and provide for the common Defence and general Welfare of the United States;

That's the clause that enables congress to provide for general welfare. It's what things like the NIH are funded under.

The "general welfare" does not say they should pick winners and losers by which silly studies they choose to fund. PLUS, it is not even Congress that picks the silly studies. It is unelected bureaucrats.
