Recall Lavrentiy Beria quote: “Show me the man and I’ll show you the crime”. Mueller's designated mandate was to undertake a selective targeted investigation to designate, by any means, one person guilty of something. Had Mueller been given a legitimate holistic investigation into supposed Russian collusion, Mueller would also have investigated the Obama administration (as they were in charge at the time) and the HRC campaign.
