Yes it can. It happens often. You know why?It can't take 3+ years to bring a slam-dunk case to trial.
The defendants know they're guilty and are going to get time. They have more privileges when held pretrial than in a sentence pod. They accumulate credit for the time they are held. It's served in a jail and not a prison. They push the trial date out as far as they can to take advantage of that. By the time trial time comes around they can then plead out and get time served or do short time. For many it's a win.
