Interesting strategy. Create a "civil war" within Democratic caucus! Republicans may not actually have a role to play should the 25th Amendment be exercised.

"It allows the vice president, together with a "majority of either the principal officers of the executive departments or of such other body as Congress may by law provide", to issue a written declaration that the president is unable to discharge his duties. Immediately upon such a declaration being sent to Congress, the vice president becomes acting president while (as with Section 3) the president remains in office, albeit temporarily divested of authority."

Well that kind of explains it since it's well known that property valuations for the purpose of paying property taxes are totally different than market price
